  Costs of Proposition O wouldn't be evenly shared

No one disputes that Sweetwater High needs fixing, even after $16.6 million in reconstruction from a bond measure passed six years ago.

If South County voters approve another school bond measure next month, Sweetwater High would get an estimated $40 million more in repairs and upgrades: a new classroom building, more science labs, additional restrooms and the makeover of 49 classRooms. An additional 34 middle, high and adult school campuses would share an additional $604 million in construction and renovation.

In considering Proposition O, a $644 million bond measure, voters will decide if the annual property tax surcharge for at least the next 25 years – $27 per $100,000 assessed value of a home – is worth it.

The San Diego County Taxpayers Association says it is.

Kempner Water Supply Corporation now has funding for water ...

Kempner resident Ashley Hancock said she's had problems with yellow tinted water,"It smelled like lake water. It looked like if you went to the lake and picked up some water."

Kempner water supply officials said they hope that will change with the help of a $33 million loan from the Texas Water Development Board.

The money will go toward construction of 17 additional miles of pipelines, a new water treatment plant and a new water intake plant on Stillhouse Lake.

David Sneed of the Kempner Water Supply Corporation said, "Had we had the new facility at that time we would not have near the problems we did."

Currently, the Central Texas Water Supply Corporation provides Kempner with more than seven million gallons of water every day; that will continue even after the new facilities are built.

That's our reaction to news earlier this month about delays - and, as a result, increased costs in labor and materials - for 29 renovation and construction projects in the Ann Arbor public school system.

In some ways, the situation is all too believable, part of a pattern of irresponsible oversight, failed communication and an ongoing lack of leadership.

It's costing us, and it needs to change.

These projects are funded by a bond that voters approved in 2004, which also is paying for the district's new high school. That high school is a year behind schedule and is at least $8.3 million over budget.

You would think that, because delays and cost overruns for the high school have received intense public attention, the district would be scrutinizing all aspects of projects related to the bond.

Gov scored for exceeding authority

BAGUIO CITYÂ-A provincial councilor has asked a court here to stop the release of a P60-million loan the capitol secured with the Land Bank of the Philippines because it violated a resolution of the provincial board.

Mountain Province Councilor Marcial Lawilao Jr. asked the Regional Trial Court to void the P60-million loan agreement for the construction of the Bontoc commercial center because Gov. Maximo Dalog exceeded the authority the provincial board granted to him.

The loan agreement states that it was secured by Dalog in accordance with the authority vested upon him by Resolution 0313, dated July 18, 2005, but Lawilao claimed the governor was only authorized to borrow P30 million from the bank.

Â"The continuous spending of the proceeds of the loan or any portion thereof will work and result to and cause grave and irreparable damage and prejudice to the people of the province,Â" Lawilao Jr.
